The Slow Progress of Cladding Remediation
Following the 2017 Grenfell disaster, the UK Government introduced several initiatives to address unsafe cladding in residential buildings. In December 2024, the government announced the Remediation Acceleration Plan (RAP), setting ambitious new target dates for making buildings safe. By the end of 2029, all high-rise buildings (18 meters and over) with unsafe cladding in a government-funded scheme are expected to be remediated.
However, despite these efforts, the pace of cladding remediation has been slower than anticipated. The January 2025 Building Safety Remediation Monthly Data Release indicates unsatisfactory progress, with substantial hurdles remaining. As of January 2025, 5,025 residential buildings 11 meters and over in height have been identified with unsafe cladding, and only 48% have started or completed remediation work.
Slow progress and initiatives
The government’s response to the Grenfell Tower tragedy included several regulatory and financial initiatives, such as the Building Safety Fund (BSF) and the Cladding Safety Scheme (CSS), designed to help building owners address unsafe cladding. Additionally, the Building Safety Act 2022 introduced stringent requirements aimed at improving building safety, including new safety measures for cladding and more rigorous building inspections.
The government’s efforts have resulted in significant progress, especially in high-rise buildings with ACM (Aluminium Composite Material) cladding. As of January 2025, 96% of the 514 high-rise buildings (18 meters and over) with ACM cladding had either started or completed remediation. Of these, 87% had completed the remediation process. This shows a slight increase from the previous month, indicating ongoing progress in addressing the cladding issues.
The Remediation Acceleration Plan (RAP) has also set clear objectives for buildings over 11 meters in height. By the end of 2029, every building with unsafe cladding that is 11 meters or taller must either have completed remediation, have a scheduled completion date, or the landlords will face severe penalties. While this initiative is welcomed, it creates a discrepancy in progress. Buildings below 18 meters are already seeing much slower remediation efforts, and progress remains even more limited for mid-rise buildings (11 meters and over).
Supply chain limitations
One of the key reasons for the slow pace of remediation is the ongoing supply chain limitations. The demand for construction materials, including cladding materials and fire-resistant alternatives, surged after Grenfell, placing immense pressure on suppliers. This bottleneck is compounded by global disruptions, such as the COVID-19 pandemic and geopolitical tensions, which have strained the availability of construction materials and delayed delivery times.
In addition to material shortages, the cost of materials has risen, further hindering progress. Building owners have had to grapple with fluctuating costs and long lead times, delaying the start and completion of projects.

Workforce shortages and skills gaps are another major factor contributing to the slow pace of cladding remediation. The construction industry in the UK has long struggled with a shortage of skilled workers, including specialist contractors trained to handle cladding and fire safety. The intense demand for skilled labour in the aftermath of Grenfell, coupled with an aging workforce, has created a situation where there are not enough trained professionals to carry out the required remediation works.
Additionally, the remediations involve complex tasks that require a high level of expertise, particularly for high-rise buildings. In many cases, contractors have had to upskill existing workers or recruit specialists, which has led to delays in project timelines.
The Government’s initiatives to provide financial incentives for training and upskilling workers have made a positive impact. As part of the Remediation Acceleration Plan (RAP), there will also be a Skills Immigration List identifying labour and skills shortages within specific areas of the construction industry, particularly in cladding remediation.
However, it will take time to build the capacity required to address the scope of the problem.
Financial constraints and funding challenges
The financial aspect of cladding remediation has also posed significant challenges. Social housing providers, which have received full government funding for remediation, have seen faster progress, especially in high-rise buildings. In contrast, private sector buildings have faced more significant funding hurdles. Disputes over who should bear the cost of remediation—whether developers, freeholders, or leaseholders—have contributed to delays in the private sector.
The complexity of funding arrangements in the private sector, combined with administrative hurdles, has resulted in slower progress compared to the public sector. The January 2025 report highlights that while 48% of buildings in the social housing sector have completed or started remediation, the progress in the private sector is still lagging behind
Leaseholders, in particular, have faced financial difficulties as they are often required to contribute to the cost of remediation, exacerbating delays in starting work.
Regulatory and compliance challenges
The regulatory landscape surrounding cladding remediation has also contributed to delays. While the government introduced the Building Safety Act 2022 to enhance building safety standards, the regulatory requirements have added complexity to the remediation process.
Local authorities, the Regulator of Social Housing, and the Building Safety Regulator (BSR) play an essential role in ensuring compliance. However, the regulatory framework can be slow to adapt to the evolving landscape of remediation needs, which further prolongs project timelines.
Additionally, there isn’t a clear, standardised template for submissions to the Building Safety Regulator (BSR). This lack of a templated format has led consultants to develop their own approaches, often resulting in either overproviding or underproviding information. Consequently, many applications have been rejected due to incomplete or unclear documentation, leading to further delays.
